In 2021, Governor Gavin Newsome signed Assembly Bill (AB) 130 establishing the Expanded Learning Opportunities Program (ELO-P) providing $123.6 billion in funding for the next 5-years (1). Region 8, encompassing Kern, San Luis Obispo, Santa Barbara, and Ventura County, will be receiving close to $141 million in funding (2). Apportionments are formula-based with distribution to schools determined at the local level. ELO-P standards are aligned with ASES such as educational enrichment, snacks/meals, physical activity ad program review every 3-years.

The purpose of ELO-P is to develop the academic, social, emotional, and physical needs of students through hands-on, engaging learning experiences in before school, afterschool, summer, and intersession learning programs for transitional kindergarten (TK) though 6^th grade students (2). LEAs will be prioritizing programs at school sites with the highest needs while maximizing the number of schools and neighborhoods with programs. This includes prioritizing students who may be experiencing homelessness, foster youth, and students eligible for free & reduced price meals. Each program will provide 9-hours, including instructional time, of expanded learning opportunities during school days. Additionally, the program will provide 30-noninstructional days of expanded learning opportunities to students. This may include weekends, winter break, spring break, or summer session. Regionally, LEAs have began and expanded upon collaboration with local agencies such as the YMCA, Boys & Girls Club, City Parks & Recreation, and many more.
